Pilot View Inc. is governed by a board of directors consisting of five members elected from the council in which the council is comprised of two representatives from each of the six member counties. All members of the organization are at large members and are volunteers. Members serve until replaced by other duly elected representatives.

The board meets twice a year in April and October generally designated on the last Wednesday of the month. All meetings are open to the public. 

A governing board of directors meets on an as-needed basis to operate and conduct business of the organization.
